Ad-hoc arrangement does not bring long term fruit. Such arrangement would be sustainable and useful if there would be proper system. i was enjoying with your blog with share of ideas and views specially on the technology part. looks like i'm going to miss.

Dear Leela sir, Please, first of all, accept my sincere felicitations on having a blog of your own. This is probably the first of its kind--a senior administrator creating his page to provide a platform for discussing issues of common interests. This is a remarkable initiation also to sensitize ourselves the importance of information. I feel a serious lapse in our administrative machinery, when one is to evaluate it in terms of people's right to information. Basic information about the organization, which even many in developing countries like ours may take for granted, becomes a distant dream at times. Let alone having updated versions, majority of bigger government institutions still lack their websites. I hope you will keep pace with the spirit and lead our administrative machinery to prepare and equip itself to deliver the best the Nepalese deserve.

I was waiting for your response to my posting but in vein. Today i came to know that you have been shifted from MoIC to PMOffice. Hope you will understand why earlier i was raising the issue of ad-hoc provision of this site. Now along with you this discussion page will go to PMO and there will be no medium to communicate with new Secretary (even in case he possesses similar attitude). Anyway, congratulation for new assignment. We will talk about other problems later, first i will tell you one existing problem and lets see what your response willl be. I had tried to communicate with PMO one month ago but the email provided in the website (info@opmcm.gov.np) is not working. I got an information from worldink the next day that the mail couldnt be served to that address. The topmost important office of country is like that and the problem still exists. Another problem and very signifacant issue and indication of weak functioning of the government is that the official country portal of this country www.nepalgov.gov.np has remained closed since last one month. Immideately before closing it for ´updation´ the site was hacked by iranian hackers. I dont know in which priority the government sees the country portal but official country site is a electornic embassador for whole world. Let me know if i (we the people) can expect something from you about these things? Pranita

I was preparing a policy document for the registration of domain therefore was not able to post the response of your latest quarry. You have mentioned that no discussion is possible with new secretary even if he possesses similar attitude. However I believe that he can start his one interactive web portal in any web space in the ministerial domain if he is so keen. Issues that are in my blog are public property therefore any new secretary of communication or even tourism can use it for his/her reference. I am thinking of continuing it even if I am transferred. I will not be the in charge of OPMCM therefore can’t commit anything before assuming responsibility. However being a senior government official and now heard that been transferred to new place I will try my best to make the communication convenient between OPMCM and interested any individual. Dear Secretary, First of all, I am really happy realizing the fact that i am able to speak with top-level beurocrate of my country with so much ease and they are ready to answer the citizens. And one more thing that impressed me is that your humbleness to say publicly that you had never thought about the issue of country lever domain registration issue. Bravo !! One thing i couldnt understand from your response is how come Ronast (now NAST) came into this picture, its not clear. If Mercantile has applied to ronast (not clear for what) and they returned empty-handed, how come they start registering domain from Nepal. As it is understood in this sector, country level domain (.np in our case) is public property of the country. If the line ministry (i am not sure if its MoIC or M.o. Science and Technology now) is not aware how Mercantile is running this whole thing, who have the information. I understood from your response that they are registering domain name voluntarily without charging fees, on first come first serve basis, no violation of copyright, free of charge, should in operation after registration and no squatter. But a big question is who authorized them, they started it themselves without informing anyone (even the government) as they had the technicle knowledge and the process that time. Appearantly they had registered this domain on Registration Date: 01-January-1985 according to the information available at IANA website. This page certifies how mercantile has registered public domain in their name http://www.iana.org/domains/root/db/np.html. I am sending you some of the resources. Internet Corporation for Assigned Names and Numbers (ICANN) administer all the domain name all over the world. You can find out about the Internet Domain Name System Structure and Delegation at http://www.icann.org/en/icp/icp-1.htm. I am convinced that you were not abusing your public power when you used .org domain. However, you missed one point i said. I had told that it would have been better if a system was developed in stead of a personal website. But may be the system would not have been effective, if it was not personal initiative. And not to confuse neither you nor mercantile, i am not saying that mercantile is doing a bad job, i am just asking how it has been authorized to do a job which its doing. I know if state take over the job Mercantile is doing, the quality of service will decrease, but in a transparent system, people should know how the system is running. Pranita jee As far as I could gather information in this matter now multiple domain registration organizations are found in operation in different countries and are members of ICAN. I found no any law that governs this matter in Nepal. I talked with the chief of Mercantile about their authority to do so and their procedures too (frankly speaking I have never thought of this matter before). I also inquired how they registered my domain name with .org extension if it is unlawful as you have mentioned. According to sanjeev rajbhandari of Mercantile this company have been registering domain name voluntarily without charging fees after they approached to NAST (RONAST at that time) in 1994 and returned empty hand. According to him they register domain on first come first serve basis, no violation of copyright, free of charge, should in operation after registration and no squatter. He also claimed me that they are not very strict on providing extension like org, com or net and are the only organization in the world that register domain free of charge. He asked me that how can an individual be a company and registration of domain like com is justified? He added that Mercantile is a member of ICAN. I would like to reiterate that I have never used of my position and influence for domain regd with org. Why should I do so if I have no any other motive except interacting with people like you? I would like to request all concerned to suggest ways to the Government to regulate this business. May I request you to advise us the general procedures followed in other countries? Dear Secretary, Thank you so much for responding my querry. It was not open for indivisual to register personal domian under .org last year or the year before that and one had/has to submit the certification of incorporation to get .org domain. Anyway i belive you. Another question, & i think you are the most appropriate person to answer my querry, under which law mercantile got the authority to register .np domain in Nepal. Is it a service hired by Nepal gvoernment? if so for how many years they are authorized to register domain. Hope to get your reponse soon. Thanks

its been quite a while that i could not see any discussion on the ongoing telecom issues. have we decided on NGN. i read in news stating that NTA is going to take action against all telecom operators for not obeying them? also i heard that spice is blaming NTC for not providing adequate interconnection. haven't we reached in conclusion on decision of POI? By the way, i have one more thing to share with you. Calling in Nepal being very tiresome. Either it is hard to get connection or even it is connected, quality is very poor and also generally it goes through unauthorized voip channel where the quality is unbearable. is nepal govt. putting concern and taking action on this.

Institutions working for so called developed western world normally select the students from third world countries like Nepal annually for different courses as is done in this case. They do so not because they are worried of the lack of competent skilled work force in developing world but because they are hunting talents from third world countries for their own use. This is not the area of direct link with me these days therefore do not want to indulge in public debate in this issue now. However the harsh comments from anonymous compelled me to think that such talent hunting institutions have been easily successful to predator prey the best brains of third world countries. I have talked at length with Thapa who has applied to the Ministry for approval. We can’t develop healthy society by accusing anyone who differs with our way of thinking or criticize harshly we didn’t get what we expected to.

I have never misused, as you have charged me, my position for domain registration. It was done as an individual commoner after submission of my citizenship certificate to Mercantile without even introducing me as a government employee. As per my knowledge org extension had been registered to any individual name until last year, now it is stopped, i don’t know why. You can check it with Mercantile Traders Pvt. Ltd. which I think is the organization that registers domain names.

Prakash jee Thanks for puling thread to this point. NGN issue is under progress. Yes you are correct that NTA has asked operators to reduce interconnection charges and operators too have reached a conclusion the other day to abide by the instruction of NTA. There are minor things needs to be resolved before coming out the outcomes to general public. One company with two individuals are under investigation for misuse of Telecom service like VOIP. The action was not very effective in the past but police is interrogating the accused this time rigorously and revenue investigation department has also taken this case as cheating of revenue. I am hopeful that this time action will be taken to the unauthorized users of telecom facilities without prejudice. The unauthorized use has also helped aggravate quality problems. I confess that the quality of service, including NT's, is not satisfactory but I am trying my level the best from my position to improve it. Let me hope that you will find improvement in qos soon,

Dear Secretary, Isnt is abuse of authority of power that you are using .org.np domain with your personal name. The way to interact with people is very encouraging but what about establishing a system but not an adhoc way of dealing with matters like establishing an org.np domain with your personal name. I am sure the authority which is entitled to register domain permit you because of your post, because i am not allowed to register in pranita.org.np. I hope you will publish this comment.

About USTTI Nominations being hindered by Ministry

For several years now, a number of technical professionals from the field of Telecommunications and IT have been participating in the various training courses organized by the United States Telecom Training Institute (USTTI) in the USA. These training courses, while being very objective, fruitful and up-to-date, are also freely provided, funded primarily by different telecom/IT companies such as Cisco, Verisign, Qualcomm and others. Technical people aspiring to participate in these trainings have been getting nominations on personal efforts (filling online forms, writing essays, showing official record of experience...) and USAID in Nepal has been facilitating the post-nomination processes including getting approval from the Government ministries (mainly MOIC and MOF). These training, while giving important exposure/experience to the technical people, involve no direct cost to the employer as well as the government. This year, however, the government ministries have declined to give approval, based merely on the seemingly ridiculous and narrow-minded logic that the nominations are obtained through personal effort and not through the Ministry. I think it is to show the narrow-mindedness and prejudice of the government officials to use such a worthless logic to block an important, almost once-in-a-lifetime opportunity for the aspiring participants. People may give the logic of why run after USA and so on but, there are participants from several countries in the program and obviously it gives a rare exposure to the participant. Is this the prejudice of the goverment that such things are not done with the feudalistic 'lalmohor' of the goverment or is it the jealousy of the Ministry officials that people from companies such as NT, Radio Nepal, Nepal TV, UTL and others are getting chance to visit and get trained in the USA without their belssing? We all love to talk about change and new nepal and what not stupid jargon, but in action, we look to be going backward. People from USTTI, USAID and even the US Embassy would be ridiculing us in blocking such things with such a low-lying logic. It needs thoughtful and pragmatic rethinking. This may mean that there would be no nominations for Nepali candidates in future. Why on earth!!!

Lalbabu jee, As much as I appreciate your keenness to have public servants adhere to ethical standards, I am encouraged to respond to some of the concerns that you have raised. Firstly, about the issue of two cars: This is a purely temporary and practical arrangement that I have made to ensure that I can meet the demands of my work with utmost efficiency. Out of the two vehicles that I currently have for my use, one remains with me through the day but does not stay with me after I am dropped home at the end of the day and during public holidays. However, given the nature of my work which requires commuting for official business also on public holidays, weekends and out-of-office hours, I have used the second the car on a self driving basis to serve during such calls of duty. I remain very conscious of the fact that the facility should not be misused and that includes the use of the car by family, which I do not permit. I request you to verify with someone informed about my movements, I am sure that you are in a position to verify the above facts from independent sources, including my driver. May I also inform that from Falgun-end onwards, I will be using only one car, as per a decision that I had taken a few months ago by solving practical problem in this matter. The adviser in question is an adviser for the NT sector, a sector in which the government has almost 94% stakes. It is more than reasonable for such a stake holder to appoint an adviser seeking advises specifically in the areas of structure and function of NT. You may be interested to know that in the year 2004 the Ministry had expended millions in foreign currency to an international company just only to receive ‘advice’ on issues related to structure and function of Nepal Telecommunication. As a secretary of a Ministry I am under oath to support the decision of the government. By agreeing to provide specific facilities to the Adviser, I have only discharged of my regular duties. I am neither speaking in support or against that decision of 2004 but just making a point that the appointment of advisers is intricately related to the Ministry’s functioning. Regarding out flow of staff members (particularly undersecretaries) in the recent past let me check it whether it is because of the transfers opened up after two years of obstruction or my way of handling colleagues also has some bearings? I am going to independently verify it. I myself have made this comment in a farewell program of one of the undersecretaries quite before than you raised this question. Finally, you have charged me of being associated with the Maoist party. Can you prove it? Take this as a challenge and prove your mettle. I have been a civil servant for last 20 years and even more and not once have I even been affiliated to any political party. Of course, I have my own believes that no one can challenge but I am conscious of not inflicting by my beliefs while discharging professional duties. I don't want me to be presented as an extra ordinary person of super natural qualities. If you expect me in that way that is your problem. Is there any thing wrong if I am trying my level the best to be transparent, to keep myself under public scrutiny, to set my boundaries of ethical code and to follow, to be better than average civil service holders and also to be improved now than I was before or to be improved in future than I am today? I am glad to have this chance to clarify the above issues. But I would have been happier if we were discussing policy matters too in the face of serious national issues that confront us in communication sector. Thanks.

Dear Secretary. In America most people like to see politician , a model for ethical practices and positive attitudes. But these are of their types. I take your plateform as an oppertunity to enteract with people like you,Civil Servants. From your Blog I found you always try to show you are " Ethical & Positive". I doubt in words or in Practical Life ? I have few questions to provide you chance to prove you are fully ethical & positive. 1. You are using Vechiles from NTC and The Ministry at a time. One for your your home use & one for your Family use & one for Office. Correct me if I am wrong. 2. You have positive opinion to take a Telecom Sector Advisor for the Minister with all cost to NTC. You have recommended for that. Your the chairman of NTC. Right? 3. Your Ministry is almost empty . Very few staffs left from going other offices as you took the in-charge of this office. This may be because of your positive attitude towards your assistant staffs. Your self analysis? Everyone like warm & cordial environment for work. Have you given this to all? 4. All privious young & tallent Secretaries tried to prove themself near to one of the political party. You may be blamed Maoist. Clearify. 5. Talking too much & too ideal words will lead to conservative in practical life. Are you agree?

QoS of Current GSM Network

Dear Mr. Secretary, I agree you saying that Qos of GSM Network was poor then ( before power crisis ) and is worse today. I have heard very interesting stories about ZTE infrastructure. Problem relating to revenue. Once in a while , their equipment goes crazy. Sometimes , the balance of preaid subscribers are credited and the within next minute even the balance left of the subscriber was gone. This should be looked into so that same things does not happen again . I was one of the subscribers who lost all my balance. Doorsancahr's biggest mistake was opting ZTE.

Kamini jee Although you may have temptation you will not indulge into debate with RK. RK jee I request you not to be instigative, we all are in learning phase of open/ public debate. Dear DK jee I myself am really worried of the QoS of GSM. Please give your phone number and time that you recharged and the time you lost balance without consuming service. We will investigate the matter and if fault is traced out I would like to assure you to refund your lost value. We can check your call and recharge records of last two days only therefore it will not be possible to investigate if the incident is happened before two days from the time you reported us.
