Dear Secretary, You prematurely posted your answer on a fraud comment in the name of Aero Thai, a reputed government agency of Thailand. It should be in your knowledge that (obviously you are so smart) ATS equipments installed by Aero-Thai at TIA as back-up system, is being used as full-fledged primary system for last 5 years. Before making an off-hand comment on a deceit message, you would have better tried to find out the truth from your concerned official. Some people of illicit intension are misusing your blog to fulfill their vested interest, but in a very unfair approach. Someone is sending comments and again counter-comments by himself in the name of some high ranking CAAN official and professional organizations. This is a kind of mental diseases. Dear Sir, This is to inform all that the electronics engineers in CAAN are all a worthless piece of junk and they are only interested in teaching outside, and attending private companies, and are not devoting to serve CAAN sincerily. Only they attend shift duty and escape whenever possible. No response to our (ATC) repeated complaints on unserviceable equipment that is dangering air safety. If they are really good engineers, they should be able to repair all equipment by themselves and not demand training. Is it not shame to do duty in security equipment and enjoy rating of VOR /DME, after threatening the DG with political connections and blackmail ? It is therefore desirable to revert back to the dear old Assitant Technical Officer (ATO) days, who atleast were capable to maintaining radio equipment without complaining. Lets us get successful ATOs like Surya Bahadur Thapa. Birendra Shrestha, Prem Bahadur Shrestha, M.S Rawal back to shift duty and improve the quality of radio equipment. Dear Secretary, Namaste! The real substance in the tourism management of Nepal is lacking. I have observed that a lot is being done only with packaging and facilitating jobs. Most of the time is being spent in formalizing and ceremonizing talk shows and meetings (ribbon cutting, lighting of lamps, flying of pigeon, meetings, seminars, guest of honor etc ) . But i pray things would be slightly better in the republic Nepal and top leaders would bring some noteworthy changes in the tourism management of this country. Could you answer these comments please: 1. Can You create Tourism Industry grievances Cell for managing the grievances of the Industry. 2. How much Budget is allocated for Tourism Sites development in Nepal by your ministry in one year? Money spent of construction of sites. 3. For providing quality service to tourists , there should be classification of agencies. What step the ministry is taking classify the travel/tour agencies according to their investment? 4. Can MoCTCA play a role in influencing the tourism industry in the use of technology in the development of nepalese tourism development. 5. What role have you played to being foreign investment to Nepal especially Amusement Park, Theme Parks, Water Kingdoms etc ? 6. Dear Secretary, Thanks for the initiation to create this blog and your effort to reply the answer one by one. Amidst busy job its not easy. I have some question? 1. What is role of your ministry for the tourism sector? Its is really wonder to see that Ministry is involve in day to day job via Paryatan Udyog Mahasakha. It is not good if it is good so Ministry of transport should issude driving licence, Home ministry issue Passport etc. Every kind of tourism related activities done by Tourism board. Your staff in the ministry are jobless means over staffing. Drinking black tea whole day and talking worthless issues and unhappy by foreign journey nominations. So, reducing the size is better. 2. What is the standard to select employee of the year? It is like you are advertising one person that he is great and rest are nothing. It is not so good in civil service. you can give many logic but your entire staff are not happy. 3. Regarding CAAN, why ministry involve such many cases of CAAN, everyone like to be DG of can, why? this is also a problem. 4. Some people saying the ministry is running in a ideology (political) and some staff are getting benefit, we saw many comment in the nominations. SO, pls. give job to the staff because they are jobless. As personal you are doing good job and you are active.

Hopless state of VOR/DME at Biratnagar

Shreeman Sachivajyu, Namaskar, This is about the sad and bad situation of VOR/DME (the only IFR navigation aid) installed at Biratnagar airport. Even though the system is believed to be dual (main and back-up equipment), the system till two days ago was operating only on single and that too gone bad due to lightening. Therefore, no possibility of IFR flights to the second most important city in Nepal. The equipment repair training holders are all sitting in Kathmandu and come only when the problem arises. This not only means spending unnecessary expenditure on very frequent air travel for the experts who should have been posted here in this problem prone equipment due to old age. Also, the backup Satellite based GPS procedure which was to be implemented by CNS/ATM Department of CAAN has been delayed indefinitely because of incompetence of a handful and after having spent significant amounts of money for foreign travel and training. Kindly investiate this issue also. Also, please try to inquiry about the money spent on buying spares of the Biratnagar VOR/DME equipment in the last five years. The money so spent is believed to exceed the cost of a new equipment. All this, as you realize now, is for commission. Hope some action immediately happens, Biratnagar Civil Aviation Office Staff

Dear secretary Your blog is going nicely for knowing the feature of NAC (Nepal Airlines) and CAAN (Civil Aviation Authority Of Nepal). Even though your motto is findings the problems and solve in organization but most of issue raise by fake name are trying to deviated then main issue. The main problem in NAC and CAAN are corruption and this is true and sour fact bureaucracy for Nepalese's bureaucracy. Regarding the CAAN the all-higher level (Civil maintenance, security, Safety, ATC) is corrupted. But majority of middle class ATC (Air Traffic Controller) who are working in real stress such as poor equipment condition, not support by higher level even though mistake made by Air Operator or Pilot. Instead of punishment of Pilot and Air operator The ATC are in a position of scapegoat (Poor ATC?). The Equipment purchased by CNS/ATM for ANS (Air Navigation Services) are the sources for corruption for higher level including the middle level of Radio Engineer also. The civil work is the prime corruption sources for higher level and all civil Maintenance personnel (may be few exception). The Aviation safety department is prime corrupted area for higher level and other staff too working that Office. In this Matter remember not punishment to Pilot and Air operator but drama made for scapegoat to ATC (real ATC and poor ATC working in operational field, not higher class ATC). The Financial Department itself is corrupted from top level to lower (may be few exception) as not correct accounting system and unable to collect the dues from different stakeholders. Maintenance equipment of ANS and other Material, Goods are the corruption sources for higher level including related field staff (even lower class). The Administrative, procurement and storekeeper are off course the gang member of corruption and majority of ATC are not courrupted as so many times blaming in your blog . I like to draw your kind attention to focus on the " Bhrastachar Niwaran Ain 2059"( e|i6frf/ lgjf/0f P]g @)%(_ to investigation and solution the problem of NAC and CAAN. I don’t know whether you are financially corrupted or not. Dear secretary sir and all concerned, I'm CP Dahal and had posted my view about this blog and some questions and suggestions on date 2008-05-31 on preeti font . But due technical reason it appeared in Roman character. Some my well wisher (?) has converted my writing into Devnagari character and has published on 2008-06-01, with twisted materials which doesn't represent my actual view . So please convert my writing on Preeti font and compare it with the view that has been published on devnagari character and find the differences . The guy who has done such alteration is obviously an ill and corrupted thinking person who is not only shortening his thinking level but also insulting his profession to which he belongs . My Dear CP Dahal, It was delightful to know about your insightful views about the management problems facing CAAN and that it actualy reflected the state of the nation at large (disregarding the distortions, that you mentioned). It was also a pleasure to know that electronics engineers are not getting their due in Nepal Telecom, or is it? I will advise you to visit the NT HO yourself and see for yourself about the educational qualifications of the senior office bearers. That should suffice to clear the haze surrounding your perverted vision, which after all doesn't extend beyond Annexes and some handouts provided at CATC. What we would like to know from you, since you have donned the mantle of the management of CAAN, as to why a single batch of technical (radio)manpower couldn't be prepared from Sanothimi Infrastructure for radar in ten years? Who is ultimately responsible? Not the government, we hope? Similarly, why aren't the electronics personnel not receiving a formal training in Annexes 10 that is relevant to their field ? It has been often said that the Annexes are a self educating material, in that case, why must the contents of Annexes be taught in ATC basic courses? After all, the participants are graduates and they must be capable of doing the self study as well. We are not trying to get into a firefight with your ilk, but at the same time we would like to remind you of the prophetic words that your management repeatedly states regarding "meeting ICAO standards in all walks of aviation" We will not speak on behalf of civil engineers, but would surely like to know from you "O' wise one" as to why aren't the elder radio personnel being given positions in places like TDO, security, facilitation, Corporate, and the like, when these "old guys" are simply incapable of training us in the contemporary technology, what purpose it serves for them to continue occupying the radio positions, simply skewed regulations against them??? If you deem it proper, we are ready to take the fight to the ICAO and other international arena, by the way the Institute of Electical and Electronics Engineers (IEEE) has more than one million members, the world over, if strenght counts, as the G.S had implicitly threatened. Why must NATCA office bearers attend IFATCA conferences alone? Why can't we be allowed to attend our professional organization seminars and meetings occuring the world over?? How is that for discrimination??? How is this rampant discrimination demoralizing us and our capability in the beginning of "our career", in a not-so-sensitive job like radio nav aids, has any one wondered???? तथ्य हामी स्वीकार गर्दछौं । ATC को मर्यादा राख्न नसक्ने निर्लज्ज केही मौकापरस्त साथीहरुले गर्दा हाम्रो Profession को बदनाम भइरहेको छ । के गर्ने NATSEA आबद्ध मित्रहरु जो अत्यन्त काबील उहाँहरुको काबिलियतकै कारणले प्राधिकरणमा रहेका सम्पूर्ण उपकरणहरुले अविच्छिन्नरुपमा काम गरिराखेका छन् छन र इकाओको मापदण्डभन्दापनि माथी गएर लाइसेन्स रेटिड।वाट सुसज्जित छन होइन र । तै पनि केहि हुदैन । के गर्ने मित्रहरुलाई थाहा भएकै हुनुपर्दछ नेपालको समग्र निजामती लगायत सार्बजनिक संस्थाहरुको ब्यवस्थापनको हालत प्रधिकरणको भन्दा बेग्लै छैन होला र प्राधिकरणको ब्यवस्थापनलाई पनि यसै कोणबाट हेर्नुपर्ने हुन्छ । कुरा यति मात्र हो कि तपाँईहरु प्राधिकरणमा आबद्ध भएका कारण यहाँका कमी कमजोरीहरुसँग जानकार हुनुहुन्छ भने अन्यत्रका बारेमा थाहा नपाएको हुन सक्दछ । नेपाल टेलिकम जस्तो पुरानो सार्बजनिक संस्थामा पनि ईलेक्ट्रोनिक ईाजनियरहरुलाई यथोचित स्थान नमिलेको खबर हामीले पढेका छौं भने प्राधिकरण जस्तो कान्छो तर बहुआयामिक कार्यक्षेत्र भएको संस्थाबाट सबै कुराले परिपूर्ण ब्यवस्थापनको अपेक्षा राख्नु पनि अलिक बढी नै पो हो कि यसो भनेर अरु लायक भएनन् त्यसैले हामी पनि त्यस्तै हुनुपर्दछ भनेको होईन । बीरेन्द्र बहादुर देउजाले गरेको प्रधिकरणको पूर्व ब्यवस्थापन हवाई बिभाग हुँदा र प्राधिकरण भएपछि उपेन्द्र धितालले गरेको ब्यवस्थापनलाई एउटै कोटीमा राख्न पक्कै पनि सहमत नहुनु होला तर संयोग दुबै सिभिल ईाजनियर हुनुहुन्छ । अतः ब्यवस्थापन कुनै पेशा भन्दा पनि ब्यक्तिगत कौशल तत्कालिन राजनैतिक परिस्थिती कार्यकारिणी प्रमुखको स्थायित्व आदिमा भर पर्ने कुरा हो जस्तो लाग्दछ । त्यसैले ब्यक्तिको पेशालाई होईन क्षमता र परिस्थितीलाई लक्षित गरि आलोचना बिबेचना गरिनु उपयुत्त होला कि जस्तो लाग्दछ । जुनसुकै मूलुकको निजामती तथा सार्बजनिक सेवाको गुणस्तरलाई त्यहाँको सामाजिक तथा आर्थिक अवस्था लगायतका कुराहरुका अलावा मुख्यतः राजनैतिक नेतृत्वले डोर् याईराखेको कुरामा शायदै कसैको मतैक्य होला । नेपालमा सार्बजनिक क्षेत्रमा अपेक्षित बिकास हुन नसक्नुमा राजनैतिक अस्थिरता नै प्रमुख कारण भएको मान्न सकिन्छ र मित्रहरुको गुनासोको उपज पनि यहि हो जस्तो लाग्दछ । २०६५ जेष् १५ गते पश्चात देश लोकतान्त्रिक गणतन्त्रमा प्रबेश गरिसकेको परिप्रेक्षमा अबका दिनहरुमा राजनैतिक दलहरुको केन्द्रबिन्दु भनेको जनता नै हुने प्रष्ट भएर गएको छ । आँउदा दिनहरुमा राजनैतिक नेतृत्व बढी जिम्मेवार भएर प्रस्तुत हुने र हरेक क्षेत्रमा खास गरी सार्बजनिक क्षेत्रमा सरोकार भएका सम्पूर्ण परिप्रेक्षमा तथा नेपालको वायुक्षेत्रको अधिकतम मात्रामा उपयोग गर्नकालागि पनि बिमानस्थल एवं एयर ट्राफिक सर्भिसेज सेवालाई चौबीसै घण्टा साचालन गर्नु अपरिहार्य भैसकेको देखिन्छ । यस तर्फ सचिवज्यू र मन्त्रालयको धारणा के छ त्रि।अ।बि।लाई चौबीसै घण्टा साचालन गर्ने बातावरण बनाउन सबै लाग्नुपर् यो र यसमा मन्त्रालयले बिशेष ध्यान दिनुपर् यो । ३ । बिगत लामो समय देखि मित्र राष्ट्र भारतसँग जोडिएका बिभिन्न FIR सँग नयाँ letter या Agreement गर्नुपर्नेमा भारत त्यसो गर्न तैयार रहेको तर नेपालले अग्रसरता नलिएको भन्ने भारतिय पक्षले बिभिन्न माचमा जानकारी गराएको परिप्रेक्षमा यस कुरामा पनि मन्त्रालय र प्राधिकरणको कार्यक्षेत्रको बिबादका कारणले नै हो भन्ने सुनिन आएकोले यो समस्या कहिले सम्ममा समाधान होला ब्यवहारिक letter या agreement नभएका कारणले अन्तराटि्रय हवाई यातायात ब्यवस्थापनमा क िनाई भईरहेको परिप्रेक्षमा Dear Sir, We note with amusement the response on the blog from Mr. Nabin Acharya, G.S., NATCA regarding the "super high qualification" of Nepalese ATCs. The ICAO Doc 7192, Part D2 (Training Manual for Air Traffic Controllers) was the basis for training of ATC in the ICAO member State fraternity. The contents of this manual clearly are confined to ICAO Annexes 2 , 11, and some parts of Annex 14. The rest of the Annexes are not a part of the ATC training curriculum, which is actually "ICAO recommended" and not "approved". However, the Nepalese ATCs claim that they have been taught all the annexes and they are therefore the "sarvagyanta" and the rest of the CAAN mechanism is to assist them, or serve them better still. They seem to forget they are there to serve the pilots, and not the sole masters they claim of being. Like wise the other parts of the training manual deal with training requirements for cabin crew, dispatchers, pilots and the like. Strangely, only the Nepalese ATCs lay claim that they are the only authorized ICAO representatives for the Annexes. The sole reason is the uncontrolled growth of ATCs for reasons only ICAO knows. Some one please tell the world about the specific issues raised by Nr. Limbu regarding the omnipresence of the ATCs in CAAN. Why is the same not the case in India, Pakistan, forget the west? Regarding the veiled threat about "IFATCA" , let us assure you that the IFATCA could not even dare to challenge the CAAN management regarding the hopeless state of the TIA radio equipment. And the Nepalese ATCs didn't want to raise the issue much because it could cause discomfort their ilk who occupy the positions of GM and DG. One last challenge to the ATCs- if you are really the best brains that CAAN could hire, or Nepal could produce, why can't you prepare for the ICAO Universal Safety Oversight Audit Program all by yourself, well you know all the Annexes, don't you??? No doubt the ATC profession is a respectable profession, and stressful but please remember the finding of the "American Journal of Psychology" in 1980, which had identified the job of a "kindergarten school teacher" was the most stressful of all professions in the US where the study was carried out. And the air traffic in the US skies is much more than Nepal, hopefully!!! So. my dear NATCA G.S. gather the guts to accept the reason for the mess in CAAN and that ATCs should not have been at all positions they are holding now. Regarding your frank admission that we are behind in Radio, the question is WHY? The same electronics engineering graduates man better equipment in India and the rest of the world. Why couldn't they do it here? Simply because all the HRD funds are sucked by the vast swarm of ATCs who must be sent abroad, even if they need it or not. Why must ATCs be sent for approach control training abroad? Is Thimi infrastructure insufficient?? It is the radio engineers who have be kept abreast of latest electronics technologies in order to continue "serving you" masters!!! Sending a hand picked to seminars DOESN'T suffice. The training for VOR/DME must be four months and that is it. You can't compress that. The training in technology for radio engineers must have priority and precedence over the unnecessary visits of Air Traffic Controllers on pretexts other than ATC. Visiting a TOKYO or London ATC tower is not going to advance your knowledge and skills as the traffic and conditions back home is completely different, and may only fetch you some USDs. Hope this give you some insights about the mindset of other professionals in CAAN who have been suffering because of your fraternity's incompetence. ineptitude and incapability. And finally, the Technical Officer, who had received a longer training at CATC were not found capable to head security department but the fire fighters were found capable? WONDERFUL, isn't it!!!!!
