We had issued two licenses for hot air balloon services in 1993 and in 1999 respectively to be operated in Kathmandu valley. Due to certain security related problems at that time they ceased their operation. Any interested party that wants to operate hot air balloon in Nepal has to obtain licence issued by the ministry of culture, tourism and civil aviation. The criteria for issuing the lenience are as follows (as laid down in the Working Manual for the Operation of Airlines and Flying School 2062): - the interested party shall formally apply with application and two copies of feasibility reports to the ministry - an evaluation committee will scrutinize the feasibility report and recommend if it is eligible to obtain the licence - once the approval of the ministry is taken the party should present an original copy of bank guarantee of Rs 50 thousand(refundable conditionally) of one year duration in favour of the ministry -Company requires minimum of Rs 2. 5 m of paid up capital -application fee of Rs one thousand and route royalty of Rs 10 thousand should be deposited (both nonrefundable) in the ministry’s account once the party receives the license it should obtain AOC (Air Operator Certificate) from Civil Aviation Authority of Nepal (CAAN) within 3 months and the party must commence its operation within one year or else his licence will be cancelled and the bank guarantee deposited in the name of this ministry will be confiscated. Blatant discrimination against Madhesi engineer at CAAN

Dear Sir, I am ashamed to write to you about the blatant racism being practiced at CAAN, especially in radio engineering, where I as an electronics engineer have had to face discrimination during my 12-year association (career ?) solely based on my "madhesi" ethnic origin. Otherwise, there can be no other reason that I can think of for this continuing bias against me. I challenge you and the CAAN hypocrites to verify from my foreign/domestic training records the number of professional trainings (relating to my services group- electronics engineering) that I have been imparted in the past twelve years, when all my seniors and a majority of juniors have obtained at least two trainings for discharging our professional duties and building technical capability. In fact, one lucky one has bagged all possible training fellowships for electronics that were offered to Nepal in the last decade by a major donor from east Asia, which certainly was not on merit!!! Talks of inclusiveness now pervade all walks of life in Nepal, but I am yet to get my share of dignity that has for so long been denied to me sheerly on the basis of my ethnic origin, while my "pahade" colleagues have been able to enjoy every possible training that came their way or "sent their way". How would anyone, in a sane state of mind, expect me to be proud of my nationality and my career? Hope you would take notice, before something nasty occurs soon. Dear Mr. Secretary, Have you considered the alternative or replacement of the famous and most suitable aircraft for Nepalese terrain -Twin Otter Aircraft? You know the rule of 20 years age limit has made DHC6-300 series extinct for Nepal. Why not reinstate the operation of PC6 & PC12 for passenger operarion in Nepal when it is already doing so in many european and other country? Dear Mr Paudyal, I am a U.K citizen who loves your country and deeply respects its people, having spent several years in Nepal myself I would now like to return to Nepal with a project to offer hot air ballooning to tourism in Nepal. I know that there was a company called Sunrise Balloons who operated in Kathmandu before but are no longer operating Please would you kindly let me know if there are any restrictions on organising flights and hot air balloon pilot training for comercial tourism purposes in Nepal? Hi Leela Sir, It is great to know about this creative initiation. I found all the discussions going around in this forum very lively but little tilted towards Civil Aviation. I am writing you on behalf on a tourism based NGO- Tourism Development Endeavors. We have worked with Ministry recently in Bishalnagar/Hadigoun Photo Exhibition. You were also present there during the opening ceremony if you remember. We have been trying to find ways to work together with Ministry in this sector and we feel research on tourism sector is lacking . We would like to know the process through which we can approach MoCTCA for projects which are related to tourism. What do you suggest??

I have fresh memory of your program. I have requested to Tiwari sir to handover his one of the collection demonstrated there to national museum. We do outsource research often since we don't have experts in the ministry. We publish public notice if it is big size and small researches are conducted from the roster of research institutes in the Ministry. You are suggested to keep your institute in the roster for small research work and also brouse daily news paper for big research projects. Normally the project more than 150000rs goes for open bidding. But we are approaching to an end of F/Y therefore we may not launch any research activities in near future

However I can accept or reject the posting in block, therefore, can't summarize unnecessarily prolonged postings. I still request all not to indulge in tug of war between and amongst yourselves. I request to post something that helps promote tourism culture and civil aviation sectors of Nepal. Dear Mr. Paudyal, I visited the website of CAAN in search of aviation related policies and circulars. However, I frustred as no policy/circular has been posted in the site of CAAN. Neither is there any link suggesting from where the same can be obtained. finally I got the policy from the site of the Ministry. It would be good service to the people if the legal documents(notice/circular/policy etc) are posted in the site of CAAN. It would also be good job if there is link in the CAAN's site to the site of the Ministry and vice versa.

dear secretary, I have been observing ur blog for some months. It was going well and was becoming intersting. Though I had not posted any comments, i used to visit this blog for getting views of people about tourism in Nepal. I APPRECIATE YOUR EFFORTS TO STRAT THIS BLOG. Unfortunately, people did not understand the vision behind this blog. In my understanding, you started this blog not only to get comments about the weaknesses of government offices under your ministry but also to get people involved in generating ideas to develop tourism sector of Nepal. You might have expected positive and constructive ideas to support you for developing effective plans to promote the tourism industry of nepal. I believe you partially succeeded but majorrity of participants tried to misuse this blog and they started posting links of porny sites and started abusing and harrasing others. For some people, who can contribute nothing for the development of the nation, this blog nearly became a place to fight and blame each other about the misappropriations in CAAN. I believe this was not the vision behind your step to be interactive with people. I thought you stopped the bolg by being harrased becuase of those people. But today i found some postings. You maight have been reworking on making the blog a constructive place. Wish u all the best.

Stealing from Tourists

Embassy of Nepal 2131 Leroy Place, NW Washington, DC 20008 Dear Mr. Paudyal, I am sorry to have to send this email but one of your citizens, Raju Khadka, living in Boudha, Kathmandu, Nepal conned money from me and my friends by giving a false story that his wife was dying of a lung disease and that they needed money to pay for surgery. It was all a lie - she had no such problem, he just cons tourists for his living. Now he continues to send email and harrass me and some of my friends, I wonder what the best policy is for dealing with him. You would think now that he has approx $500 USD that he would find a better use for the funds he took than to continue to harrass us in email and online postings, when we know who he is and what he is up to. I contacted the owner of "The Toast Bakery" a well-known Boudha restaurant, the owner is a friend of Mr. Khadka's and asked about his reputation. The manager told me that he had heard before that Mr. Khadka conned tourists who showed Mr. Khadka kindness. We gave Mr. Khadka money due to an elaborate ruse - emergency surgery for his "wife" that she (if she is his wife) that she doesn't need. He continued to ask for more and more money and came up with some obvious lies nobody would believe. What steps do you recommend I take? - I had hoped since my friends and I gave him over $500 altogether - that he would just go away - but he continues to pursue and harrass me. I am a professional person and I don't need this in the worst way. I kept most of his emails so far to prove this. Some of the funds were transferred to him via Western Union, so I have that reciept. If you prefer I can send you copies of the email correspondence and Western Union reciepts - I gave him about $230. in cash in Boudha. Please advise the best course of action. I have been warning my friends, many of whom travel to Nepal frequently, to avoid this slick thief, but I can not warn everyone. Certainly this is not good to have tourists being ripped off. I am a Master's degree student myself and I gathered and borrowed the money to give him. Please let me know what you think, what the best next step is. It would be wonderful to have the money returned to us. Thank you for your time spent in investigating this matter. As I am sure you know, I love Nepal, and the Nepalese people are wonderful and kind, which is why I trusted this person in the first place. Ms. Linda Lane

Though, Mr. Karki is very obdient, responsible sincere and supportive staff but he is not of DARBANDI of this ministry. He would have selected from his DARBANDI office. What kind of ATCs CAAN has???

Dear Mr. Secretary,
We accessed Mr. Vidya Limbu's blog as suggested by him in an earlier posting on this blog and were also referred to his blog by a friend who noted comments that included names of CAAN electronics engineers. We have nothing against ATC profession, but a handful of them venting their spleen based on their hardwired bias against formal degree holders does indeed show that they suffer from a deep inferiority complex down within.
Mr. Vidya is right to state that the CAAN is a public sector undertaking and no person or group has the right to usurp it for the sheer greed of enjoyment and still remain unaccountable.
Vidyajee, since you are a researcher, may we ask you to seek the answers of a few questions mentioned below-
1) What is the academic background of a majority of ATCs (regardless of the position they occupy)and their academic standing, i.e., first class degree, distinction, gold medallist etc. The reply will suffice that CAAN and the erstwhile Department of Civil Aviation managed to hire second class or better still rejected brains. If you were to use the recent Right to Information Act, you would find that most of the ATCs inducted within the last 10 years are relatives of senior ATCs. You now talk of quality, huh??? Without sounding snobbish, we can challenge you to inquire and find whether any of the ATCs at CAAN are children or grand children of engineers or doctors, industrialist, businessman, a typical Nepali would want his ward (child) to be. What does this show? Hope you got the answer! The ATC profession, atleast in Nepal, is not the first choice of a typical Nepali who has undergone formal technical education- in Nepal or abroad.
2)The induction process, beginning with the selection for the training at CATC (now the CA Academy) was itself scandalous. Ones the individuals (including the ones venting their spleen on your as well as this MOCTCA Secretary's blog)got selected by means other than merit. Well, the Public Service Commission (PSC) was not involved in this selection. Once firmly ensconced in the training, the openings in DCA were exactly the same in number as the trainees. Well, then becoming a "gazetted officer" was a piece of cake.
3) The Advertisements for ATCs positions by PSC stated that the trainings had to be approved by the ICAO. Later inquiry, in 1999-2000 led to the baring of the fact that the training was NOT ICAO approved. This issue was taken to the Standing Committee on Home Affairs of the then parliament, and the erstwhile DG and Secretary accepted with a red face that the the requirements were misleading. HOW IS THAT FOR A FAKE CERTIFICATE??? SHOULD THEY NOT BE PROSECUTED???
4) Since the ATCs are so proud of their profession, we wonder why they want their children to be engineers and doctors, if their profession is indeed the mother of all professions. And finally, they have been blaming that we engineers have been writing to the ICAO HQs etc. Well, what is wrong with that. And by the way, if you obtain the highly critical ICAO Mission reports (2005, 2006, 2007) using the same RTI Act, you can very well establish the reasons behind the mess at CAAN. So, Vidyaji, call CAAN DGs office 4262387 and seek the desks of the engineers (whose names were mentioned), who really scare the shit (excuse us) out of these ATCs, by knowing their murky details and antecedents and are capable of rocking the already listing boat. We will write more if needed.
Wait and see till the DGCA Conference and APANPIRG
